CLUB PREMISES

 

38. (a) All members shall carry membership cards whilst on the premises.

    (b) No person shall be paid at the expense of the Club, any commission, percentage or similar payment on or with reference to the purchase of intoxicating liquor by the Club.

    (c) No person shall directly or indirectly, derive any pecuniary benefit from the supply ofƒ intoxicating liquor by or on behalf of the Club or members or guests apart from any benefit accruing to the Club as a whole.     

39.      Intoxicating  liquor shall not be supplied to :-

    (a) Persons who are not members of the Club for consumption outside the Club premises.

    (b) Members of the Club for consumption outside the Club premises except where the liquor is supplied in such quantities and during such hours, being hours within the permitted hours, and on such days as the Sub-Divisional Commander, acting for the district in which those premises are situate, may authorise in writing.

40. (a) Persons under the age of eighteen years shall not be in any part of the Club Premises which contains a bar after 9.00 pm., except solely for the purpose of passing to or from a part of the premises not containing a bar from which there is no other means access, or when a childrens licence is in force.

    (b) No person shall obtain intoxicating liquor for consumption by a person under the age of 18 years anywhere in the premises.

    (c) No person under the age of 18 years shall be permitted under any circumstances to consume intoxicating liquor anywhere in the premises.

    (d) The Club shall not permit drunkenness or disorderly behaviour on the premises nor shall they supply drunken persons at any time with intoxicating liquor.

    (e) No member shall procure liquor for a drunken person on the premises nor shall they aid a drunken person on the premises in obtaining or consuming intoxicating liquor on the premises.

    (f) Members are forbidden from bringing drunken persons into the premises.

    (g) A person who is drunk or disorderly can be refused admission to or expelled from the premises with the help of the Police if necessary.

41. (a) Intoxicating liquor may be supplied on the Club premises only during the permitted hours, that is to say:-

            (1) Monday to Saturday other than Good Friday and Christmas Day from 11.30 am. to 11.00 pm.

            (2) Sunday (provided it is not Christmas Day) from 12.30 pm to 10.00 pm.

            (3) Christmas Day from 12.30 pm to 2.30 pm.

            (4) Good Friday from 5.00 pm to 11.00 pm.

           (b) A statement, printed in plain type, of the hours during which intoxicating liquor may be supplied on Club premises, shall be exhibited in a conspicuous part of the premises.

           (c) The bar shall be kept closed except during the permitted hours.

           (d) Subject to the operation of Rule 42 and to any extension of the permitted hours which may be granted under Rule 43, no person shall, except during the permitted hours, consume any intoxicating liquor in the Club premises.

            (e) Rule 41 shall not be construed as implying any obligation on the Club to open the Bar during the whole or any part of the permitted hours, and Council shall have authority to close the bar at its discretion.

42.   At the end of permitted hours, 30 minutes "drinking up" is allowed.

43.   Subject to having received the necessary authority from the Sub-Divisional Commander of the Royal Ulster Constabulary for the district, Council may at its discretion extend the hours during which intoxicating liquor may be supplied on the Club premises provided that in no case shall such extension shall include the period between 01.00 am. and 11.30 am. and provided that Council shall not exceed the said hours on more that fifty two occasions in any year.

44. (a) A guest of a member shall not be admitted to the Club Premises except in the company of a Full, Intermediate, Honorary or Associate member over the age of 18 years, and the member shall immediately on the admission of his/her guest to the Club premises enter his/her name and address of his/her guest in the guest book together with the date of the visit.

    (b) A member shall be responsible for his guest strictly observing the rules and shall not leave the Club premises before his guest and a guest of a member shall not be supplied with intoxicating in the Club premises unless upon the invitation and in the company of a member.

    (c) In the case of a team or other body of persons who are, as members of another Club Society or Organisation visiting the Club, it shall suffice for the purpose of Rule 44(a)for an Officer of the Club to enter the name of the visiting Club Society or Organisation in the book referred to in that Rule, and the number of visitors, and thereafter on the occasion of that visit intoxicating liquor may be supplied to such visitors at the request and in the presence of any Officer of the Club.

    (d) Council may exclude or limit the number of visitors on any occasion.

    (e) A visitor introduced shall conform to all Regulations governing members whilst on the premises.  No visitor shall be admitted to or remain in the Clubhouse in the absence, or after the departure, of the introducing member.

    (f) No member shall introduce into the Club premises as a visitor anyone who has been an unsuccessful candidate for membership, or whose membership is suspended or cancelled.

    (g) Liquor shall not be supplied to any member on credit.

    (h) Charges for meals,refreshments and the like, and for snooker and other games shall be fixed by the Council.  Every member must, before leaving the Club, ensure that all such charges (whether incurred on his own account or for a guest) are paid.

    (i) Any section charity or member wishing to hold a function on the  Club premises must make application to the Secretary in writing on the appropriate form and must undertake to comply with the

        provisions of the Registration of Clubs (N.I.) Order 1996 and the Registration of Clubs (Accounting) Regulations (N.I.) 1997 in relation to the running of the function and the proceeds thereof. Permission to hold functions on the premises shall be granted at the sole discretion of the Council.

45  (a) The course shall, subject to (b) below, open to play at all times and on all days, but Council may, at its discretion, make   Regulations affecting play on competition or match days, or restricting the time which the course shall be open to Associate, Weekday, Juvenile or Temporary members.

    (b) Council shall have the right to close the course or any part of the course for any reason deemed necessary in the interests of the Club.

46.   A person shall not be eligible to play in any competition of the Club unless his or her current annual subscription has been paid.

 

ALTERATION OF RULE

 

47.   Any additions to, deletions from, or amendments of these Rules may only be made at a General Meeting of the Club.

48.   The Council has power to amend the Rules where necessary to comply with Statutory regulations without the requirement to seek the consent of the members.

49.   The Council's interpretation of any doubtful part of these Rules, as also of all Bye-Laws Rules and Regulations for the management of the Club and its property and affairs, or for the general comfort and accommodation of the Members of the Club, shall be binding on every Member until set aside by a General Meeting.

50.   Every Member shall be bound by and submit to the Rules and Bye-Laws of the Club. 

51.   In the above Rules the masculine gender shall be deemed to include the feminine gender.

 

Club Property

 

52.   No Member without the permission of the Honorary Secretary shall take away from the Clubhouse or premises any books, papers or other articles the property of the Club, and any Member injuring,       destroying or removing same from the Clubhouse or premises shall make such restoration or pay compensation as the Council may determine.

 

Disputes Regarding Pay

 

 53.  Any dispute may be decided by the Captain or Honorary Secretary and any two Members of Council, whose decision shall be final.

 

 

CLUB BYE-LAWS

     

Course

1.      Members must observe the general regulatations regarding courtesy, priority and care of the course as outlined in the Rules of Golf as approved by the Royal and Ancient Golf Club of St. Andrews, and etiquette of the game of golf.

2.    Members must always display the current membership disc while playing the course.

3.    Every member is responsible to see that they have adequate golfer's insurance while playing the course.  Details can be obtained from the club office.

4.    Any person damaging the course or surroundings shall be liable to make good the damage caused.

5.    The practice areas shall be the areas defined by the committee from time to time.

6.    All persons using the practice areas must conform to the rules displayed on the notice at this area.

7.    All persons playing the course must have their own set of clubs exclusively for his or her own use.

8.    Members must ensure that all gates on the course are closed after using them.

9.    Dogs are not allowed on the course at any time.

10.   Day to day regulations regarding play on the course displayed on notice alongside 1st and 10th tees must be adhered to at all times.

11.   Trolleys with wide wheels are allowed on the course.  When trolleys are banned because of course condition there is no exception to this rule.

12.   Caddy cars are only allowed on the course at certain times subject to written permission from the committee.

13.    Competition tees are usually only available on competition days otherwise all players must play from the tee of the day.

14.   The course is open for play from 8.00 am daily until sunset unless otherwise determined by the committee.

15.   Practice is confined to the designated practice areas.  No practising is allowed on the course.  Members playing on their own are allowed to play a maximum of two balls on each hole.  Playing more than two balls will result in disciplinary action.

16.   The practice putting green must be used for putting practice only. Chipping onto this green is forbidden.  The practice green on the designated practice area may be used for this purpose.

17.   The Club Captain during his year in office shall have priority on the first tee at all times.

18.   Players shall not "cut in" on any part of the course unless the previous hole is clear from tee to green.  There shall be no "cutting-in" while a competition is in progress.

19.   Players should repair pitch marks on greens, rake bunkers, replace divots and take care when replacing flagsticks to ensure holes are not damaged.

 

House

 

1.    The clubhouse shall open daily from 8.00 am until 11.00 pm unless determined otherwise by the committee.       

2.    Bar facilities shall be used in accordance with the registration of Clubs (NI) Order 1996.

3.    No junior members under the age of 18 years shall purchase or consume alcohol on the premises, play the gaming machines, play snooker or enter the committee room.

4.    No golf clubs, other equipment, overcoats or hats etc, shall be brought into the Clubhouse other than the locker rooms.

5.    No shoes, whether spiked or not, which have been worn on the golf course, may be worn in the Clubhouse other than in the locker rooms and golfer's entrance

6.    No dogs other than guide dogs or animals shall be allowed in the Clubhouse.

7.    All visitors must sign the visitors book which is countered signed by the introducing member.

8.    Dress in tha Clubhouse:  Details of any regulations are displayed in the locker rooms and other areas.

9.    No members are allowed to bring food or drink into the Clubhouse for their own consumption.

10.   Notices or documents of any kind shall not be placed or displayed in the Clubhouse except by the authority of Council or the General Manager.  Furthermore no member shall write on, mark or deface in any way any official notice posted on the course or in the Clubhouse.

11.   At Club functions when tables and chairs are reserved for Club Officers no member shall occupy them unless given permission to do so by the Officer in question.

12.   Members using the Club car park must park in the designated areas with double white lines. Unauthorised parking in reserved car parking spaces will result in disiplinary action by Council.

 

Dress Rules

 

1.    The following items of dress are unacceptable at all times:-

 

            * Blue demin attire.

 

            * Singlets, sleeveless or collarless shirts.

 

            * Untailored shorts.

 

            * Sweaters without shirts.

 

            * Garments displaying slogans ie. soccer, rugby, gaelic shirts.    

            * Track or leisure suits.

 

            * Headgear of any type in Clubhouse.

 

      Smart casual dress is essential in the Clubhouse.  It must be clean,       neat and tidy and in keeping with the high standards of the       Clubhouse.  Collar and tie preferable on function nights.

 

Competitions and Handicaps

 

1.      Competitions and handicaps are governed by the Competitions and Handicaps Committee.

2.      Competitions and handicaps shall be in accordance with the rules of golf as laid down by the Royal Ancient Golf Club of St Andrews, and       handicaps by appropriate authority for both ladies and men.

3.    Only playing members of either sex are eligible to play in Club competitions.

4.   Junior members must observe the rules of their category of membership for being eligible for playing in main Club competitions. Intermediate and juvenile members cannot play in the Captain's and President's day competitions.

5.    All entry fees for competitions must be paid at the starter's hut   before commencing play.

6.    Members winning a trophy competition may hold the trophy for a period of one month.  Such trophies are the property of the Club and shall be returned in good order by the member upon request.  Any damage while in the member's possession shall be repaired at the member's  expense.

7.    All starting times allocated for members in Club competitions must be strictly adhered to.  

8.    Any member entering a Club competition and failing to turn up at the required time without a satisfactory reason will be automatically barred from the next three Club competitions in which he/she is eligible to enter.

9.    Local rules for Club and other competitions are displayed on the scorecard and any additional ones will be on the Club notice boards.

 

Miscellaneous

 

1     No member must under any circumstances reprimand or complain to a member of Club staff.  Any complaints must be made verbally or in writing to the secretary at the Club office.
